JEROMESVILLE, Ohio--As Hillsdale Local School District approaches the upcoming ballot on Tuesday, May 6, 2025, we are providing facts about the levy being voted on, the district’s funding sources, and how taxes are affected.

What renewal levy will be on the May 6 ballot? 

You will see an operating levy on the ballot.

  • This is the renewal of an existing levy.
  • This is not a new tax but a continuation of current funding.
  • An operating levy pays for the day-to-day operations of the school district:
    • Electricity
    • Salaries
    • Books
    • Transportation
    • and more

How much will this levy renewal cost taxpayers? 

The levy renewal will not increase or decrease the amount residential or agricultural taxpayers currently pay for school taxes.


How does a yes or no vote result in the same amount paid by taxpayers?  

  • Hillsdale Local School District is on the 20-mill floor, a tax minimum established by House Bill 920 (1976).
  • This means taxpayers must continue paying at least 20 mills in school taxes, regardless of the levy outcome.

What is the 20-mill floor? 

  • The 20-mill floor ensures that school districts receive a minimum amount of tax revenue.
  • Taxpayers cannot pay less than the 20-mill minimum.

How much do residential and agricultural taxpayers pay for school taxes? 

  • For a property appraised at $100,000 by the county auditor, taxpayers currently pay approximately $347 per year in school taxes.
  • This amount will remain the same whether the levy passes or not.

What happens if the levy is renewed? 

If the levy is renewed, the district will continue collecting approximately $3 million annually from public utility companies that operate in the area.


What happens if the levy is not renewed? 

  • If the levy is not renewed, the district will lose approximately $3 million in revenue from public utility companies in fiscal year 2026.
  • The approximate loss in public utility revenue would be $5.8 million in fiscal year 2027.

What public utility companies contribute to this revenue? 

Companies that contribute to this levy revenue include:

  • Rover Pipeline
  • Columbia Gas (TransCanada Property)
  • Ohio Edison (FirstEnergy)
  • Firelands Electric

If I am paying the same amount either way, who benefits from the levy not passing? 

If the levy does not pass, public utility companies will save $3 million per year, while residential and agricultural taxpayers will continue to pay the same amount in school taxes.
